RATES

What are rates and how are they calculated?

In order to provide a wide range of services, upgrades and maintenance, the Shire gains valuable income from the levying of rates on most properties within the Shire. The charge payable for a particular property is linked to the property valuation as provided periodically by the Valuer General's Office.  This information is located on the Landgate website. There are two forms of valuation used in the Shire of Beverley; Gross Rental Value (GRV) for all land within the Beverley Townsite and Unimproved Value (UV) for all land outside the gazetted townsite boundary.

Gross Rental Value is fair rental value determined by the Valuer General's Office and is an estimate of what you could expect to receive if you rented your property. Unimproved Value is a fair market value determined by the Valuer General's Office and does not take into account any improvements on the land such as dwellings or outbuildings.

Each year the Shire calculates the rates charge as a rate in the dollar of the property valuation taking into account its budgeted expenditure for the following financial year.

Current Rates Charges

In the 2012/2013 year, the rates are as follows.

Unimproved Value (UV) is used on land outside the townsite area 0.0069276 cents in the dollar

Fire and Emergency Services Levy
This money is collected on behalf of the Fire and Emergency Services Authority for investment in emergency service infrastructure and facilities.
$57.00 minimum
Rubbish Disposal - where a bin service is provided $175.00

Objections to the property valuation

A ratepayer may object to the valuation of a property within 60 days of date of issue of the rates notice. An objection against the valuation must be made in writing to the Valuer General's Office. Forms for this are available from the Shire Office. More information on the process can be obtained from the Rates Officer.

Pensioners and Seniors Rates Rebates

A rebate on the annual rates and FESA Levy charges for eligible pensioners and seniors is available.

To receive a concenssion you must:

(A) hold an appropriate Pensioner or Seniors cards as detailed below:
      Pensioner Concession Card (PCC) or State Concession Card (SCC)
      Owner is entitled to receive up to a 50% rebate on their local government rates and FESA 
      Emergency Services Levy.  The deferment option is available.

      Seniors Card (SC) 
      Owner is entitled to receive up to a 25% rebate on their local government rates and FESA 
      Emergency Services Levy.  The rebate is limited to a maximum amount and the deferment
      option is NOT AVAILABLE.     

      Seniors Card (SC) and a Commonwealth Seniors Health Card (CSHC)
      Owner is entitled to receive up to a 50% rebate on their local government rates and FESA 
      Emergency Services Levy.  The deferment option is available.     

(B) As at 1st July of the current financial year:
      Pensioner Concession Card (PCC) or State Concession Card (SCC)
      - Be the owner or co-owner of the property or have a right to reside at the property under the
         terms of a will (documentation required).
      - Occupy the property as your "ordinary place of residence".

REBATE REFERS TO CURRENT RATES ONLY. 

SERVICE CHARGES MUST BE PAID IN FULL BY ALL RATE PAYERS.

HOW to RECEIVE your REBATE
You need to register your entitlement with Council or the Water Corporation.  Concessions only apply once your application is received and registered.

A pro-rata rebate may be available from the date of registration to Pensioners and Seniors who become eligible after the 1st July of the rating year.

Please contact the Rates Officer if you meet the eligible criteria and have rates outstanding. You may be able to enter into an agreement that entitles you to a rebate or deferment.

Early Payment Discount

Council offers a 10% discount on 2012/13 rates for timely payment. To be eligible the rates must be paid IN FULL by the due date of 15th October 2012
DISCOUNT CANNOT BE GRANTED FOR PAYMENTS MADE AFTER THIS DATE.

Payment by Instalment

1st Instalment is due by   Monday 15th October 2012 
2nd Instalment is due by  Monday 17th December 2012
3rd Instalment
is due by   Monday 18th February 2013
4th Instalment
is due by   Monday 15th April 2013

You can pay your rates by any of the following methods:

Shire Administration Office, 136 Vincent Street, Beverley between 8:30am and 4:00pm, Monday to Friday.
Cash, cheque, money order, EFTPOS, Visa and MasterCard are accepted.
