What needs a Building License?
A Building License is needed for most types of construction in the Shire. This includes:
Some forms of development, including new houses outside the Beverley Townsite and sheds in all zones also require separate Planning Consent (see under Town Planning). The planning assessment is normally undertaken at the same time as the assessment of a Building License Application. A fee for Planning Approval separate from any Building License fees may also be payable.
How do I apply for a Building License?
To apply for a Building License an application form must be completed and submitted with scaled plans (normally certified by a structural engineer in the case of larger structures), written specifications and the appropriate fees to Council’s Building Surveyor for consideration.
The fees are based on the value of the works. The minimum fee for works with a value of $20,000 or less is currently $85.00.
Council’s Building License Application form can be collected from the Shire Office, or by ringing the Office on 9646 1200.
Any domestic work with a value exceeding $20,000 must be carried out by a registeed builder or under an owner builders permit. Information on how to obtain an owner builders permit may be found by going to www.brb.org.au/ownerbuilder.htm.
Any work involving plumbing where the town’s infill sewerage service is not available may also require a septic approval.
Can I appeal a Building License condition or refusal to issue a Building License?
There is a right of appeal to the Minister for Local Government against any conditions placed on a building licence or if an application is refused. Go to www.dlgrd.wa.gov.au/reg.html for further information.
Do I need approval for a septic tank?
Any new or alterations to an existing onsite sewerage disposal system, such as a septic tank / leach drain or Aerobic Treatment Unit system, requires approval of Council’s Building Surveyor.
An application can be made by completing the form available from the Shire Office. This must be submitted with a fee of $208.00 and a site plan showing the proposed systems location and details of the system to be installed or altered.
What if I want to demolish a building?
A Demolition License is required prior to demolishing any building. An application form must be completed with a fee of $50.00 per storey and a site plan showing the buildings location.
Do I need approval to install a swimming pool?
All private swimming pools require a Building License prior to installation. All pools must be properly fenced in accordance with current state legislation. Council carries out an inspection of all private swimming pool fencing at least once every four years.
